Hull City boss Steve Bruce rates Tottenham as title contenders.
Andre Villas-Boas spent much of the 100million euros Spurs received for selling Gareth Bale to Real Madrid on a raft of internationals, with Erik Lamela - signed for £30m - rarely getting game-time.
"They're certainly a challenger," said Bruce. "Spurs are now one of the big teams in the division as far as I'm concerned.
"Whether they are good enough to win it, that's a big call for them because they've got to beat Chelsea, Manchester City, Manchester United, Arsenal...but they've got a chance. In my opinion, they must have.
"The money they've been able to get in for Gareth Bale has bought five or six top, top players - the likes of Roberto Soldado, Christian Eriksen, Paulinho - it's endless. Then there's Lamela, that's £30m worth that we haven't really seen yet, it's a really strong squad of players.
"You can only applaud what they've done. They lost Gareth Bale, a wonderful footballer, but as a squad and as a team there's an argument they're even better.
"They've got better players than us, let's be honest. They've assembled a really good squad over the years but that's not to say we can't go there and get a result."
