Conte was named new coach of Napoli earlier this week.
Capello wrote in La Gazzetta dello Sport: "If a shake-up was needed, Antonio Conte is the right man. Napoli is a team to rebuild.
"I believe that the former Inter and Juventus coach is the right profile to bring back to the 2022-23 Italian champions that desire to win and that determination necessary to return to competing after a year in which they lost a good part of their certainties. In the season that has just ended, the Napoli players sat back, they thought they could demonstrate that they were good, that they could win without fighting.
"This is the general atmosphere that has enveloped the team practically throughout the entire championship. Then there were some particular problems, which contributed to making the negative difference that was seen on the pitch and in the standings. We are talking about 37 points and nine positions less than the triumph. This year, one of the aspects to evaluate most seriously is Victor Osimhen's season.
"The Nigerian centre forward was first absent for a long time for the Africa Cup of Nations, then he had other 'problems', let's call them that, in short he almost didn't manage to enter the field with the right head, unlike when (Luciano) Spalletti was there, in which he was truly the man who made the difference.
