As Kelly is set to be out of contract at Bournemouth, he can now register for any team after his contract expires.
The Telegraph states that Kelly has been given a three-year contract offer by Newcastle.
He intends to accept and only a few details remain unresolved between the parties.
He will then have a medical and sign on the dotted line to play for former Cherries boss Howe again.
