Chalobah did become a regular at the end of the season under Mauricio Pochettino, but is a homegrown talent the club can sell to raise funds for other purchases.
Per The Independent, he is set to attract interest from United and other top sides.
The Blues will be hoping to generate a bidding war to ensure they maximize the profit they make.
United and Chelsea did a deal for Mason Mount last summer, who barely played this past season.
