Per the BBC, he is wanted by AC Milan and Napoli, but both teams want him on loan.
Chelsea want a straight sale, as the club needs funds to come in to help them with transfer moves of their own.
Chelsea accepted a bid for Lukaku from Saudi Arabian club Al-Hilal a year ago.
However, he turned down the move and still wants to remain in a top European league.
