The Manchester Evening News says United executive vice chairman Ed Woodward is prepared to back his manager with the funds to mount a genuine challenge for the Premier League title next season and make an impact on the Champions League.
Van Gaal wants top class additions in defence, midfield and attack.
Bale is a long-term United target, with Woodward attempting to hijack his world record £85.3m move from Tottenham to Real Madrid in 2013.
United have been on alert to Bale's potential availability for the majority of what has been a difficult season for the Welshman.
