Valencia have first option on Real Zaragoza pair Sergio Garcia and Alberto Zapater.
DiarioSport says the deal was agreed some weeks ago and would only come into effect if Zaragoza suffered relegation this season.
Valencia now must decide whether to push through a deal for the pair - and particularly Garcia, who is also wanted by Atletico Madrid and Barcelona.
