Jamie Carragher is of the belief that Tottenham are continually unable to attract star players to the club.
In the wake of Spurs' 1-0 defeat to Manchester City on Sunday, former Liverpool defender Carragher commented on the north London club and how they fail to lure proper quality to White Hart Lane in order to mix it with the more successful clubs in England.
"Do Spurs ever attract the really top players? They don't win that many trophies, they're not normally in the top four," he told Sky Sports' Super Sunday.
"We talk about Gareth Bale, that success Tottenham had with (Gareth) Bale and other players was from buying them young at other clubs and some of them going on to become great players.
"They very rarely go out and get somebody you'd think Arsenal, Manchester United or City would want."
Carragher placed Spurs in the same category as his former club Liverpool who were unsuccessful in attempting to replace Luis Suarez last summer.
"It's a little bit like Liverpool on the back of the Suarez money. Liverpool and Spurs don't have the wages or the transfer fees that the other sides at the top do," he added.
"So when you have that money you must buy players perfectly, and I think both clubs have struggled with that."
The loss left Spurs sitting sixth on the table, seven points off the Champions League places, with three fixtures remaining.
