The Daily Star says Spurs are preparing a £12.5million bid for CSKA Moscow forward Dzagoev, according to reports.
The Russia international scored three goals at Euro 2012 to become one of the stars of the tournament, despite his country's poor performance.
And Spurs boss Andre Villas-Boas is thought to have lined up the 22-year-old as a replacement for wantaway star Luka Modric.
