Tottenham boss Mauricio Pochettino is expecting to bring in a number of players this summer to reshape his team.
According to the Daily Star, the Argentinian is favouring a move for Real Betis' Giovani Lo Celso.
The Premier League club had also been linked with PSG's Julian Draxler and Sevilla's Pablo Sarabia, but it is expected that the Betis man will be their main target.
Real Betis are holding out for the full £88.9m release clause in the Argentina midfielder's contract.
The Spanish club this week rejected Tottenham's opening offer, which it is claimed amounted to no more than £35m up front with the rest in add-ons.
But Spurs are willing to wait to get their man – and have rejected the chance to go after a number of other options.
