The midfielder, 21, has been watched by Burnley, Celtic and Rangers this season, as they assess whether he can make the step up from League Two.
Power has been at Tranmere since he was eight years old but is out contract next summer and Swansea are keen to add the versatile player to their squad.
Sheffield Wednesday are also interested in £400,000-rated Power.
