Swansea City boss Brendan Rodgers is upset missing out on Ryan Bennett.
The former Peterborough United defender chose Norwich City over Swansea.
Rodgers told Wales Online: "I had him watched a number of times but the board were well within their rights (to pull out) because the deal was too rich.
"Our squad is like piecing together a jigsaw, you are always having to plan ahead. We know the types of players we want and there are not so many that fit our criteria, financially and with the player in terms of age and value.
"It was something that I felt was worth it. Steven Caulker came here as a £1m player and he will go back as a £9m player.
"We do not want to carry on getting loans, we want to develop players for the club.
"That's why I felt he (Bennett) was good value.
"But that's gone and he is a Norwich player, they have seen the value. It's not the first time (we've lost a player) but I understand and respect the board here.""I am disappointed. Not just now but for going forward.
