According to the Daily Record, Sunderland are hoping to offer Stewart a significant pay rise to tempt him to stay.
The 25-year-old netted 26 goals to help the Black Cats to promotion from League One to the Championship last season.
There are also clubs in the Premier League and Championship who want to sign Stewart.
