Stoke City boss Mark Hughes believes foreign quotas could help local talent breakthrough.
Hughes suggested more than one reason why local players are not appearing at the pinnacle of the domestic game at the same rate as in the past.
"I think (limiting overseas players) could help, possibly, to create more opportunities," he said.
"Maybe it will give chances to players who you are not quite sure about to come in and perhaps surprise you. There is a lot of talk about Harry Kane at the moment. A lot of guys looked to Harry and saw negatives against him progressing as quickly as he has done.
"He got a chance to show what he can do. Maybe opening the door rather than have chances blocked by more senior players is a good thing but the top and bottom is that it is difficult for anyone to become a Premier League player.
"The bar is really high at the moment and really, if you're good enough, you'll come through irrespective of your nationality. To reach that level is a big ask and a lot of players fall by the wayside."
