Roma have had an opening offer for Chris Smalling turned down by Manchester United.
The Daily Star says United have rejected a bid of €15m (£13m) for Smalling from Roma.
The Italian outfit are keen to sign the former England defender on a permanent deal when his loan spell runs out at the end of this season.
Smalling has produced a string of impressive performances and bosses at the Serie A club were hoping a deal could be struck of around €15m.
But it is understood United executive vice chairman Ed Woodward is holding out for closer to €20m (£17m) and knows both Milan clubs are also interested in signing Smalling.
