QPR chairman Tony Fernandes has revealed they intend to buy local this summer.
New Rs football chief Les Ferdinand wants to focus transfer policy on buying British.
Fernandes told the Fulham Chronicle: "We have a list of Championship and League One players we've identified who are either free agents or we'd like to buy.
"I don't think we're in the hands of agents; it's about a good scouting system. We'd rather have players who are stepping up than stepping down.
"There are exceptions. Rob Green has played in the World Cup, and he's loving it here, and Richard Dunne has been one of our best buys.
"Southampton were a League One side; Swansea were almost bust. They've done the right things and put the right structure in place.
"For one reason or another, we've never had the balls or the patience to make the hard decisions - but come hell or high water, we've done it now. If we go down, we go down - but we'll come up in a better way."
