PSV Eindhoven chief Marcel Brands says they've given Norwich City permission to hold talks with Ola Toivonen.

The Canaries have had a £4.7 million offer for the Sweden striker accepted by PSV.

"We have given Norwich permission to talk with Ola," Brands said. "We don't have an agreement, but they are willing to meet our requirements.

"It's up to the player."
