Portsmouth boss Harry Redknapp is moving for Millwall teenagers Tom Kilbey, 17, and keeper Sam Walker, 15.
The Mirror says Pompey offers for the pair have been rejected by the League One club - who warned Redknapp off the pair last month and threatened to report any approach to the FA.
