The Daily Mail says Burnley are interested in signing Birmingham striker Phillips on loan.
The prolific 37-year-old is seen as an ideal catalyst to Burnley's promotion charge by manager Brian Laws but Birmingham are reluctant to let him go.
While Phillips has figured mainly from the bench, manager Alex McLeish values his ability to grab an important goal especially with Nikola Zigic still finding his feet up front.
Phillips is keen to play but won't be short of offers if Birmingham do allow him to go.
