Peterborough United chief Barry Fry is surprised Celtic and Rangers haven't made a move for Craig Mackail-Smith.
The Daily Record says Norwich had a £2.5million bid turned down last season, with QPR, Wigan, Everton, West Ham and Birmingham also in the running to sign Mackail-Smith.
Fry said: "I'm a betting man and I can see him ending up in the Premier League in the summer as opposed to the SPL.
"There are 22 clubs interested in this guy and if Celtic and Rangers really want him then they would have to make a concrete bid. He certainly will not struggle to get a club."
