West Bromwich Albion chairman Jeremy Peace wants to utilise the loan market next season.
Two domestic loans are a priority for Peace.
"It's about being creative," he told the Birmingham Mail. "We did it with Ben Foster when we signed him on loan and then signed him.
"We also did it with Romelu by bringing him in on loan.
"One thing we need to do is use our two domestic loans if they're available - which we've never really done before.
"We need to think outside the box because we haven't got the resources of the seven clubs above us and many below.
"It's a big, big summer but what we don't want to do is bring in players for the sake of it."
