Norwich City will offer £4.3million for FC Twente midfielder Leroy Fer according to the Daily Mail.
The 23-year old Dutchman failed to pass a medical at Everton in January but it still determined to win a move to the Premier League.
Fer, who has struggled with persistent knee injuries, had been close to a £8m move to Goodison Park in the winter but is now a key target for Norwich who have upped the ante in their pursuit.
