Napoli can land Chelsea midfielder Tiemoue Bakayoko for £15.5m.
The French midfielder has not made appearance for Chelsea since 2018.
Loan spells at AC Milan, Monaco and Napoli have allowed.
The latter is keen on retaining Bakayoko on a permanent basis but have been put off by Chelsea's asking price.
CalcioNapoli24says Napoli chief Aurelio De Laurentiis will never meet the demands.
The 26-year-old is out of contract in the summer of 2022.
