Pep Guardiola needs a holding midfielder as competition for Fernandinho, with Atletico Madrid's Rodri a primary target.
City are also identifying potential signings in a more advanced position should they fail to convince Gundogan to pen fresh terms. The German's current deal expires next year.
Guardiola was left impressed by Lyon's Houssem Aouar after the two Champions League fixtures earlier in the season.
