Talks with the club's Abu Dhabi-based owners about transfer funds will not take place until City have played Stoke in the FA Cup Final and their top-four fate has been decided.
"Messi," joked the Italian when he was asked who his No.1 target this summer will be.
"We began to work on targets maybe two or three months ago, but it is difficult to say which players because we have many out on loan and we don't know who will leave.
"If we reach the Champions League then we will have to be much stronger.
"We had problems in February and March this year when we were involved in the Europa League, Premier League and FA Cup.
"After the FA Cup Final, we may get to talk more."
