The Sun says West Brom have agreed a season-long loan for Ngog.
But the Premier League new boys will have to wait for Reds boss Roy Hodgson to add back-up for Fernando Torres and Dirk Kuyt at Anfield.
Liverpool want to further Ngog's development while the 21-year-old craves regular top-flight football.
Baggies boss Roberto di Matteo is also after another forward, in addition to the Frenchman.
