The Japan international came close to joining Leicester City in January, but Asian Cup commitments scuppered the deal.
German sources say a move to the Premier League remains on Okazaki's agenda ahead of the summer market.
Christian Heidel, the Mainz manager, is in contact with English clubs, along with Borussia Monchengladbach.
The attacker's deal expires in 2016.
