Shakhtar Donetsk striker Eduardo has taken aim at Wolves and Blackburn Rovers over their tackling.
Former Gunner Eduardo returns to Arsenal this week for their Champions League date.
Eduardo believes the FA must hold meetings with players and referees to stop fellow professionals inflicting serious injury on each other.
"Everyone told Wenger to shut up two years ago but they should have listened," Eduardo told the Mail on Sunday. "His message at Arsenal was always the same, 'Play football'. But at other clubs, the players seem to be told to fight and kick the ball as far as possible. It is not football.
"No player tries to deliberately break someone's leg, but they go into tackles not caring what happens. Even small clubs in Spain, like Getafe and Hercules, still try to play football. But you can't say the same for Blackburn and Wolves here."
