The defensive midfielder, who left West Ham United in the summer, has increasingly taken on the role of a leader.
Rice won the Europa Conference League with the Hammers last season before departing his boyhood club.
Eric Dier, Conor Coady and Raheem Sterling were past members of the leadership group, but have not been in recent squads.
Harry Kane, Kieran Trippier, Harry Maguire, Kyle Walker and Jordan Henderson are also key members.
Per The Mail, Rice is a more recent introduction into the group by manager Gareth Southgate.
