Cruzeiro want Manchester City striker Roque Santa Cruz on a permanent deal.
The Brazilians plan to use striker Leo Bonatini, 17, as a makeweight.
Santa Cruz, 30, is on loan at Real Betis but Cruzeiro sporting director Dimas Fonseca said: "A delegate has made contact about a transfer."
