Chelsea youth coach Joe Cole says Arsenal should've signed Gary Cahill over the summer.
Cahill left Stamford Bridge at the end of his contract in the summer before Crystal Palace snapped him up on a free transfer.
"I think the problem for Arsenal, going back to the Wenger regime, has always been recruitment," Cole said.
"What have we said for years? We said it a couple of weeks ago on here, years ago they said it. Arsenal need a strong centre-half, they need quality. They need some in midfield, they need a change of attitude.
"Right, they have gone to get David Luiz, which may or may not work out for them - I'm not sure.
"Where did they need to spend the money? Take the Pepe money, 70mil or something like that. He might come good. He's a very talented player there is no doubting that - he's a very good player.
"But Gary Cahill, for instance, has gone to Crystal Palace and has been very good. A good solid Premier League player who we know would be able to understand the game."
