Cardiff City and West Bromwich Albion made attempts for PSV Eindhoven winger Georginio Wijnaldum over the summer.
De Telegraaf says Cardiff and Albion both tabled bids for the Holland international.
However, Wijnaldum had no interest in the move after being made club captain at PSV.
"I want to show how good Wijnaldum can be here," declared the winger.
