QPR have triggered am £8 million release clause in the 22-year-old's contract as boss Harry Redknapp looks to bolster his defence ahead of their return to the Premier League.
Crystal Palace are also ready to move for the England international, with Liverpool, Tottenham and Arsenal also rumoured to be interested.
Solskjaer said: "However much we'd like to hold onto a player like Steven, I've found myself powerless due to clauses in contracts drawn up before I arrived at the club."
