Brighton spent over £35 million on the signings of Florin Andone, Jurgen Locadia and Alireza Johanbakhsh last summer, but all endured disappointing seasons.
However, Graham Potter believes there is more to come from the forwards.
Speaking to The Argus, he said: "I think as a coach you have to think that (more to come). That's how I have always worked.
"Sometimes the easy solution is you look elsewhere but just by spending money doesn't guarantee you are going to improve or get better, because the club have spent money previously and the guys are here.
"I think the first point of call is to try to help them improve and take a step forward, but you are always looking. If there is somebody that can help that process then we will try our best.
"There's Glenn, we've got Florin, Jurgen, Alireza, players that the club have recently invested in.
"There are guys there with quality that maybe want to take the next step I think, it would be fair to say probably haven't shown all that they can.
"So you need to assess where they are at, why haven't they quite done what they would like to have done.
"Only when you have got those answers can you say we need to do this or we need to do that."
