Blackpool boss Ian Holloway is delighted with the signing of Dekel Keinan.
The Israel defender, formerly of Maccabi Haifa, was granted a work permit on Friday.
Holloway told the Blackpool Gazette: "I'm delighted to have him. I had to leave Devon at 7am to head to London for the hearing. We were there for 15 minutes and came straight back.
"There was a little discrepancy, but once his agent and myself got the information to the FA they said we didn't really need to be there. At least I know we can get him signed up.
"Dekel has played in the Champions League, so he's not going to be worried about where we are going to go and play."
Holloway has been ploughing through DVDs of other prospective recruits and added: "I've watched so many games this summer I'm almost fed up with football.
"They have to be of the right ilk, the right quality ... and the right price."
