DiarioSport says the young Argentine is a favourite of Barca sports chief Txiki Begiristain, who met with Racing president Francisco Pernia on Sunday.
Barca are offering £10 million for Garay, who has also attracted an £8 million offer from French giants Olympique Lyon.
