Arsenal trumped Tottenham chairman Daniel Levy in securing former QPR chief scout Ian Broomfield last week.
The People says highly-respected Broomfield followed Harry Redknapp from White Hart Lane to Loftus Road after Andre Villas-Boas was appointed manager at Spurs.
Spurs chairman Daniel Levy was planning to lure Broomfield back to the club after a disappointing summer transfer window which saw Gareth Bale depart and the cash blown on flops like £30m Erik Lamela.
However, Gunners boss Arsene Wenger moved quickly to snap up the veteran talent spotter, who has also been head scout at Leeds United and Aston Villa in the past.
