NAC Breda and Vitesse Arnhem aren't panicking over FIFA's plans to introduce limits to loan signings.
FIFA president Gianni Infantino wants to introduce a limit of eight loan signings a season.
NAC have a partnership with Manchester City, while Vitesse work with Chelsea.
"If there is a lot of change then there will probably be new opportunities," NAC chief Justin Goetzee said. "I understand that the big ones are getting bigger, but the question is whether these measures can prevent this.
"The biggest effect is in the increase of the Champions League funds. That is the challenge."
Vitesse's managing director Joost de Wit also said: "Mason Mount, Jake-Clarke Salter, Nathan and Lewis Baker are all homegrown. Charly Musonda too. With us it is therefore a few, to which the new rules apply. Like last year Matt Miazga and now Eduardo."
